I say "rat" but it might be guinea pig, which is eaten quite extensively in Peru.

I had to look up Lactum. It's sold in the Philippines.
I think the meat is on some kind of skewer or bone, not a tail. Looks like a great birthday feast.

I don't think it's guinea pig. A guinea pig's got no tail. And they're smaller than whatever those are in the pic.

I actually know what I'm talking about here, for a change. In 2009, while traveling in Bolivia, I was a guest in someone's home and they served guinea pig. In South America it's called "cuy". To my palate it was awful, but since I was a guest, not to mention the only gringo in town, I ate that cuy with a smile.

But I digress.

Guinea pig is just like regular pig. If they eat too much, they get all kinds of fat in the meat and they're lousy. It's sandy on the palette. Buyers can tell, too.
I only know this cause my kids loved growing out Guinea Pigs for market. I had to teach them the difference between straw and hay so they could bed the little guys without them looking like miniature hippos.

Reminds me of the children's story about the guinea pigs sent on British Rail, that bred en route to their destination.The station master demanded payment for hundreds of pigs..

"I don't care if they be Guinea Pigs or other pigs - 'cause pigs is pigs!"

Edit: I remembered it as a British tale, but it seems it originates in the US:
