that was my initial read as well, But I think what he was saying, with slightly fuzzy grammar, was the guy that AFTER the semi passes in the left lane and then gets over, the original car that let him in then takes 20 minutes to pass the semi.

Then he ain't writing in English, 'cuz what he wrote indicates that the semi takes 20 minutes to pass. Compound sentences can be hard and should not be attempted by the untrained.
