Bahia Blue at CI $35/20. I'm not sure if these (like other CI closeouts) are slightly different or if they just need to age; but so far they don't seem quite as good as the BB's I have smoked in the past. At $1.75 a stick however they are still a good cigar at a great price.
Vigilante Petite Corona Corojo $30/25 - I recall seeing these arrive at my favorite shop in Texas, Two Brothers and commenting that they would soon be in the closeout bins. While these were marketed as being made in "Rocky Patel's Factories" (which are actually owned and operated by Nestor Plascencia), they didn't have the slick man's name all over them. If Nording cigars by Rocky Patel couldn't make it, why would a cigar with a retarded name like Vigilante and a $5 price tag for the PC survive? It was definitely less than a year before they were 1/2 price; I think I gave in and bought a box when they dropped to $45. These are a decent smoke for the price. They aren't kick you in the face Corojo, but a milder Corojo blend. They still have ample spice and flavor, and lack the "vegetal" notes that are exhibited by many of the cigars that Patel markets. Suprisingly similar blend to the "Vibe" cigars that EO brands did a better job marketing..
Vega Talanga Tercio Corona - just enjoyable enough that I would consider buying again. The cigar is below what I would call "good" but a worthwhile smoke; the only $1 CI stick I would suggest to a friend.

Jeff is it just me or do you find the first inch of these to be rough around the edges? That first inch kinda irritates the back of my through a little after that though shes smooth sailing

I don't remember noticing a roughness with the two that I've smoked. They were the #4 size, but since you brought up the question I fired up another one. This one is the Belicoso size, and it did seem a little harsh at first but has now smooth out and is smoking great.
If I were to order more I think I would get the smaller #4 size.

I have noticed the #4's being a bit harsh when smoked hot; and the first few inches can be too hot unless you do the whole anal retentive lighting ritual.
If you are like me, I burn the hell out of the foot and then draw while torching it more.. While this can make a cigar rough around the edges for the first inch, it also makes burn issues much less likely.. Leoninos rock for the money reguardless..

I have been in love with this line as of late, and am still waiting for another buy one get one free box deal:
Famous Private Selection Nicaraguan Corojo - especially the corona, uses a '99 corojo wrapper IIRC, and this is also reaching I know, but I smoked an older (5-6months) Tat J21 just before one, and I found it eerily similar in flavor. This smoke is made by TT and IIRC, Pepin buys a lot of tobacco from them still. Hell of a smoke, and wished it was in bundles for even more savings, instead of famous' boxes. Either way, perfect construction, and awesome rich flavor.

May I suggest Gurkha Class Regent Nepalese Warriors?
They're right around $3 on cbid. I think Joe Cigar had
them recently (10) for $29.99, and the Quick Buy on the
auction is around that, too.
Also the Saint Luis Rey maddies are quite good. And the
price is right at (25) for $71 at Famous.

Actually, the Gurkha Regents (regular & Nepalese Warriors) can usually be had for $2.50 or less on the Devil Site (CBid), and you can get the San Luis Reys at Mike's Cigars for way less than Famous - $52.95 for the box of 25 Rothchilds & $61.95 for 25 Toros. And their shipping is cheaper than Famous
($2.50/item).
