OK who is the creepy dude? I've seen him all over the internets....

one of the currently circulating internet memes.

"meme" (my definition): random 10 year olds on 4chan throw sh*t ideas at a wall until the planets align just right and it gets picked up buy other internets viewers ("internets" is also a meme), becoming insanely popular overnight and cementing its place in internet history and lore, whether deserved or not.
NOTE that not all ideas come from 4chan... just some of the more juvenile ones, It's a rough work in progress definition :-)
