Yep. That's what I learned in my Spanish classes back in the day. And that's what all of the Mexican Tejanos I've ever known have confirmed. I'm not sure if it's the same "harsh j" that is being spoken of here, but I remember it as very throaty. Kind of, guttural.

Here, on the Texas border, we say "Taht-WAH-heh"
Just like it's "hal-eh-PAY-nyo", not "PEE-nyo" for jalapeņo. Drives me nuts....

"Pay" would actually be the correct pronunciation of the "e" vowel in Spanish. The Americanized "Pee-nyo" is incorrect, though more common in the US.
