Looking at the picture provided, its not plume. Plume is a naturally occuring by-product of long-term cigar aging. As the cigar's naturally present oils are exuded through the wrapper and dry forming crystals. There is no way it can form on the paper cigar band.

AJ, I gotta say my friend, I have never - in almost 30 years - never seen plume on a band. That's the first hint that something is amiss. While it may not be mold, it isn't plume. If it looks crystilline under a magnifying glass, then there is probably something in the humidification system.

If it looks like stripper glitter... you got the good stuff.
If you don't recognize stripper glitter, get thee to the club to research properly.
If it looks like dust, quit watching the Golden Girls reruns and thinking dust or mold is sexy. (See the Hog for Sexy Prune-like Bea Arthur "sexy-time" verification).

Moe, I think the wig your old lady wears, the one Ape's old lady wears and the entirely different one my sister wears has you confused. All those wigs...I can see how it could happen.

As Pete said, plume will look like stripper glitter. Hard to see sometimes if it's not in the right light, even hard to photograph. Plume never looks dust like or white, it is just crystalline and clear-ish.
