:-) The Rh of the air in the cooler is totally irrelevant. What matters is the Rh of your cigars. Place a hygrometer in a half empty box, if the cooler has stabilized and reached equilibrium it should read the same Rh as your beads.
Also remember that there is random error to take into consideration. Even a calibrated hygrometer will have a +- error rate of 1-2%. The hygrometers we use are very basic. Check out the +- on this $1800 hygrometer.

I am fine with a 62-70% reading (I have 70% Beads) but I have done the salt test on these and they read 2-3 points lower than actual. At 75% I was concerned about splitting mold etc. I will go back and check again I'm hoping it was just a wacky reading.
-another good reason to keep your stix in the celo, it help even out rh changes
