go to user CP click on edit signature. scroll down and put this in the upload sig picture box

click upload then you should see the pic right above the upload thing. click insert sig pic next to the pic

I'm on my phone so I'm not sure but he should be able to just right click and save as? Then upload to a host site like Photobucket to get a host url.
