Here is the story, a couple years back I got into pipes, and with a new slope I bought a bunch of baccy. It at some point was just easier to come home and fire up a stick rather than the pipe. So I put all my stash in a humidor with some beads to keep for storage checking on very rarely. So now I have a lounge in my home and am re-visiting the pipe. The tobacco is a bit dryer than I like it (I do like it on the dryer side, but not this much) What is the best way to re-hydrate, like I say it has not been totally neglected. It just does not seem to be picking up any moisture from the beads.

I've heard of two methods though I've never tried either one.

First method: Spread some tobacco out on a plate thentake a damp (not dripping) paper towel and cover it. Leave it as long as it takes to regain the proper moisture content, redampening the paper towel as needed.

Second method: in a large tupperware container put a small plate of tobacco on one side and a damp towel on the other. put the lid on the tupperware. check once or twice a day until the tobacco is moistened properly.

If my open tins get a little dry I fold up a piece of kitchen paper, moisten with a few drops of distilled water and place it in the tin. I make sure to remove it the following day & shake the tin to spread around the moister tobacco from the surface. I have never had a mould problem doing this, but I'm sure it could become an issue if the moist paper wasn't removed.
