lets say for instance I go to starbucks grab a mocha frapachino go outside sit down and light up? will i be hauled off to jail or am I ok? I hate having to ask permission to do legal activities

Nah, you're not gonna get arrested, but i'd say not all places in DC are necessarily "friendly" to cigar smokers. Just try to sit off to the side and it should be fine.

It depends on where the outside is and distance from an entrance. And there is the issue like outside as in the courtyard of say the RRB. Even though you are outside it is still considered government property and no smoking.

thanks for the link, I've known about them but the prices keep me away. I've got a 10 count with me but no where to smoke haha

I was just in DC last week and my buddy and I were walking around the mall smoking cigars. Got some weird looks but that was about it
