Did PP change their TOS? I can't see them overlooking payments to CI...

Nope.

The way it was explained to me, I called PP since I use them for most of my online sales and did not want to get in a butt load of trouble, The reason for the "rule" is they, (PP) could not verify that the persons receiving the merchandise were legally authorized to receive it. So to protect them (PP) from litigation in the sale of prohibited items to minors they banned the sales. CI provide them with sufficient information that they (CI) verify the age of all customers :-) and therefore resolve PP of any litigation of such sales.
